This Restricted & Prohibited Items Policy explains which products Alicarrier cannot accept and which products require prior review, special documentation, packaging, or shipping arrangements.
Alicarrier provides product sourcing, purchasing assistance, China warehouse receiving, basic inspection, parcel consolidation, repacking, and international shipping services.
Product acceptance depends on several factors, including:
- Chinese laws and export controls;
- The laws of the destination country;
- Transit-country restrictions;
- Customs requirements;
- Carrier and airline rules;
- The selected shipping method;
- Product composition;
- Battery type and capacity;
- Package quantity, weight, and dimensions;
- Required permits, certificates, or declarations.
A product being available for sale on Taobao, Tmall, 1688, Alibaba.com, or another Chinese marketplace does not automatically mean that it can be legally exported, transported, imported, or delivered internationally.
Customers must obtain written confirmation from Alicarrier before purchasing or sending any potentially restricted product to our warehouse.
1. Important Notice
The lists on this page are not exhaustive.
Carrier rules, dangerous-goods regulations, customs requirements, sanctions, and destination-country laws may change. A product accepted for one country or shipping route may be prohibited for another.
Alicarrier may refuse any product that presents legal, safety, customs, intellectual-property, financial, or operational risk, even if the product is not specifically listed in this Policy.
Acceptance by an Alicarrier warehouse does not guarantee that the product will be accepted by an airline, shipping line, courier, customs authority, or destination-country delivery provider.
2. Three Product Categories
Alicarrier classifies products into three general categories.
Prohibited Items
These goods cannot be purchased, received, stored, consolidated, or shipped through Alicarrier.
Restricted Items
These goods require advance review and written approval. They may require special transportation, documents, packaging, declarations, quantity limits, or additional fees.
Special-Handling Items
These goods may be legal and transportable but require additional packaging, insurance, inspection, storage, or carrier arrangements.
Customers must not assume that a product is accepted until Alicarrier confirms the applicable category and shipping route.
Prohibited Items
3. Illegal Drugs and Controlled Substances
Alicarrier does not accept:
- Illegal drugs;
- Narcotics;
- Psychotropic substances;
- Recreational drugs;
- Drug-containing products prohibited by applicable law;
- Unlicensed controlled substances;
- Drug-manufacturing materials intended for illegal use;
- Products containing prohibited cannabinoids or hallucinogenic substances;
- Equipment or materials intended primarily for illegal drug production.
Products represented as herbal, natural, research, or traditional products may still be prohibited if they contain controlled ingredients.
4. Firearms, Weapons and Ammunition
Alicarrier does not accept:
- Firearms;
- Pistols;
- Rifles;
- Shotguns;
- Machine guns;
- Firearm frames or receivers;
- Ammunition;
- Bullets;
- Cartridges;
- Gunpowder;
- Primers;
- Firearm silencers;
- Explosive weapon components;
- Military weapons;
- Grenades;
- Mines;
- Unlicensed weapon parts;
- Items designed to convert or increase the firing capability of a weapon.
Replica weapons, imitation guns, airsoft guns, BB guns, crossbows, high-powered slingshots, tasers, stun devices, pepper sprays, and certain knives may also be refused or treated as restricted goods depending on the route and destination.
5. Explosives and Fireworks
Alicarrier does not accept:
- Fireworks;
- Firecrackers;
- Flares;
- Detonators;
- Dynamite;
- Blasting materials;
- Explosive powders;
- Explosive compounds;
- Improvised explosive components;
- Signal explosives;
- Military explosives;
- Products designed to explode or produce a pyrotechnic effect.
International transport rules classify explosives and many related products as dangerous goods requiring strict controls, and many standard parcel channels do not accept them.
6. Highly Dangerous or Hazardous Materials
Alicarrier does not accept hazardous materials that cannot be lawfully and safely transported through an approved channel, including:
- Highly flammable substances;
- Self-reactive chemicals;
- Spontaneously combustible substances;
- Strong oxidizers;
- Organic peroxides;
- Highly toxic chemicals;
- Corrosive substances;
- Infectious substances;
- Biohazardous materials;
- Radioactive materials;
- Mercury and certain mercury compounds;
- Asbestos;
- Compressed gases;
- Unidentified chemicals;
- Laboratory substances without proper classification;
- Dangerous goods without required documentation.
Dangerous goods are divided into regulated hazard classes, including explosives, gases, flammable liquids and solids, oxidizing substances, toxic or infectious substances, radioactive materials, corrosives, and miscellaneous dangerous goods.
7. Counterfeit and Pirated Goods
Alicarrier does not accept goods that are counterfeit, pirated, unauthorized, or unlawfully use another party’s intellectual property.
Examples include:
- Fake branded clothing;
- Counterfeit shoes or bags;
- Unauthorized luxury products;
- Fake watches;
- Counterfeit cosmetics;
- Fake electronics;
- Pirated software;
- Unauthorized media copies;
- Products bearing a trademark without permission;
- Unauthorized reproductions of patented or copyrighted designs;
- False certificates or labels.
The customer is responsible for verifying authenticity and authorization before purchase.
Marketplace availability does not prove that a product is genuine or legally exportable.
International postal and commercial carriers may prohibit counterfeit and pirated goods.
8. Stolen Goods and Illegal Property
Alicarrier does not accept:
- Stolen property;
- Fraudulently obtained goods;
- Goods purchased with unauthorized payment methods;
- Illegally exported cultural property;
- Smuggled goods;
- Property subject to a legal seizure order;
- Goods whose ownership cannot be lawfully established.
Alicarrier may suspend an order and request proof of purchase, ownership, or authorization where necessary.
9. Human Remains and Biological Materials
Alicarrier does not accept:
- Human remains;
- Human ashes;
- Human organs;
- Human tissue;
- Human blood;
- Biological specimens;
- Infectious diagnostic samples;
- Unlawfully obtained biological materials.
Approved medical or research samples require specialized licensed logistics providers and are not accepted through standard Alicarrier services.
10. Live Animals and Protected Wildlife
Alicarrier does not accept:
- Live animals;
- Live insects;
- Hatching eggs;
- Animal embryos;
- Protected wildlife;
- Endangered species;
- Wildlife products prohibited by law;
- Illegal ivory;
- Rhino horn;
- Protected shells or coral;
- Unlawfully traded animal skins, bones, teeth, feathers, or specimens.
Certain legally sourced animal products may still require wildlife permits, veterinary certificates, quarantine documents, or destination-country approval.
11. Currency and Certain Financial Instruments
Alicarrier does not accept standard shipment of:
- Cash;
- Banknotes;
- Coins intended as currency;
- Blank checks;
- Bearer bonds;
- Negotiable instruments payable to bearer;
- Unactivated or anonymously transferable financial instruments;
- Unauthorized prepaid cards;
- Fraudulent financial documents.
Bullion, precious metals, high-value coins, and similar products require advance review and may not be accepted by the selected carrier.
Postal and courier networks commonly impose restrictions on currency, bullion, negotiable instruments, and other high-value commodities.
12. Illegal or Obscene Materials
Alicarrier does not accept content or products that are illegal under the laws of China, a transit country, or the destination country.
This may include:
- Illegal pornographic material;
- Child sexual abuse material;
- Materials promoting terrorism;
- Illegal extremist propaganda;
- Materials inciting criminal violence;
- Products prohibited for national-security reasons;
- Content whose possession or import is illegal in the destination country.
13. Products Prohibited by Law or Sanctions
Alicarrier does not accept any product, transaction, customer, recipient, destination, or supplier prohibited by applicable:
- Export-control laws;
- Import-control laws;
- Economic sanctions;
- Trade embargoes;
- Customs laws;
- Carrier restrictions;
- Court orders;
- Government regulations.
Alicarrier may refuse service where a transaction creates sanctions, export-control, anti-money-laundering, fraud, or regulatory risk.
Restricted Items Requiring Prior Approval
14. Batteries and Battery-Powered Products
The following products require advance review:
- Lithium-ion batteries;
- Lithium-metal batteries;
- Rechargeable batteries;
- Power banks;
- Battery packs;
- Replacement batteries;
- Mobile phones;
- Tablets;
- Laptops;
- Cameras;
- Smartwatches;
- Wireless headphones;
- Electric tools;
- Electric bicycles;
- Electric scooters;
- Battery-powered toys;
- Products containing button cells;
- Lead-acid batteries.
Customers may be required to provide:
- Battery type;
- Battery model;
- Watt-hour rating;
- Voltage;
- Capacity;
- Number of batteries;
- Whether the battery is installed in equipment;
- Safety Data Sheet;
- UN38.3 test information;
- Product photographs;
- Manufacturer documentation.
Lithium batteries are regulated dangerous goods for air transport, and applicable packing, labeling, documentation, quantity, and state-of-charge requirements may apply.
Damaged, defective, swollen, leaking, recalled, or used batteries may be refused.
Do not send batteries to our warehouse without written approval.
15. Liquids, Gels, Pastes and Creams
The following products require review:
- Cosmetics;
- Shampoo;
- Lotion;
- Skin-care products;
- Hair products;
- Liquid soap;
- Glue;
- Ink;
- Paint;
- Cleaning products;
- Nail products;
- Essential oils;
- Food sauces;
- Liquid supplements;
- Chemical solutions;
- Industrial fluids.
Acceptance depends on:
- Ingredients;
- Flammability;
- Alcohol content;
- Package volume;
- Leakage risk;
- Product labeling;
- Safety documentation;
- Destination-country restrictions;
- Available shipping route.
Unknown, unlabeled, leaking, corrosive, toxic, or highly flammable liquids will not be accepted.
16. Perfumes, Fragrances and Alcohol-Based Products
Perfume, cologne, aftershave, fragrance oils, alcohol-based cosmetics, and certain sanitizers may be classified as dangerous goods because of their flammable content.
These products require prior approval and may need:
- A specialized shipping route;
- Quantity limits;
- Leak-proof packaging;
- Dangerous-goods documentation;
- Ingredient or alcohol-content information;
- Additional fees.
Standard express, postal, or air channels may refuse these products.
17. Aerosols and Pressurized Containers
The following items require advance review and are often prohibited through standard channels:
- Spray paint;
- Deodorant spray;
- Hair spray;
- Insect spray;
- Cleaning aerosols;
- Pressurized cosmetics;
- Gas cartridges;
- Camping gas;
- Compressed-air products;
- Fire extinguishers;
- Pressurized cans.
Do not send aerosols or gas-containing products to the warehouse without written confirmation.
18. Powders and Granular Products
The following require review:
- Cosmetic powders;
- Protein powder;
- Food powder;
- Chemical powder;
- Pigments;
- Toner;
- Industrial powder;
- Cleaning powder;
- Mineral powder;
- Agricultural powder;
- Unidentified granular substances.
Customers may be required to provide:
- Ingredient list;
- Safety Data Sheet;
- Intended use;
- Manufacturer information;
- Product labeling;
- Laboratory or customs documentation.
Unidentified powders will not be accepted.
19. Magnets and Magnetic Products
Products containing strong magnets may affect aircraft navigation or cargo-handling systems and may require magnetic inspection or specialized packaging.
Restricted products may include:
- Strong permanent magnets;
- Neodymium magnets;
- Magnetic assemblies;
- Loudspeakers;
- Electric motors;
- Magnetic tools;
- Industrial magnetic equipment.
Customers must disclose magnetic content before purchase or warehouse delivery.
20. Medicines and Pharmaceutical Products
The following require prior approval and may be prohibited for certain destinations:
- Prescription medicines;
- Over-the-counter medicines;
- Traditional medicines;
- Veterinary medicines;
- Injectable products;
- Hormonal products;
- Medical creams;
- Medicinal patches;
- Medical samples;
- Pharmaceutical raw materials.
Acceptance may depend on:
- Prescription requirements;
- Product registration;
- Ingredient legality;
- Quantity;
- Intended use;
- Manufacturer authorization;
- Import permit;
- Customs documentation;
- Temperature requirements.
Alicarrier does not provide medical, pharmaceutical, or import-licensing advice.
Customers are responsible for confirming that the product is legally exportable from China and legally importable into the destination country.
21. Vitamins, Supplements and Herbal Products
The following require review:
- Vitamins;
- Dietary supplements;
- Herbal capsules;
- Traditional remedies;
- Protein supplements;
- Weight-management products;
- Sports supplements;
- Botanical extracts;
- Functional foods;
- Animal supplements.
A product sold as a supplement in China may be regulated as a medicine, food, controlled substance, or prohibited product in another country.
Ingredient lists, certificates, labeling, and import authorization may be required.
22. Food and Beverages
Food products require prior approval.
Restricted products may include:
- Packaged food;
- Snacks;
- Tea;
- Coffee;
- Dried fruit;
- Meat products;
- Seafood;
- Dairy products;
- Fresh food;
- Frozen products;
- Seeds;
- Spices;
- Sauces;
- Beverages;
- Infant food;
- Animal feed.
Acceptance depends on:
- Shelf life;
- Ingredients;
- Animal or plant content;
- Packaging;
- Temperature requirements;
- Quantity;
- Destination-country quarantine rules;
- Food registration or labeling;
- Import permits.
Perishable, refrigerated, frozen, homemade, unpackaged, or short-dated food may be refused.
23. Alcohol, Tobacco and Nicotine Products
The following are not accepted through standard Alicarrier shipping channels and require specific written approval, where legally possible:
- Beer;
- Wine;
- Spirits;
- Alcoholic beverages;
- Cigarettes;
- Cigars;
- Loose tobacco;
- Heated-tobacco products;
- Electronic cigarettes;
- Vape devices;
- Vape liquid;
- Nicotine liquid;
- Nicotine pouches;
- Tobacco accessories regulated by the destination country.
Age restrictions, excise duties, licensing, import limits, product registration, and carrier prohibitions may apply.
Do not purchase or send these products before receiving written confirmation.
24. Cosmetics and Personal-Care Products
Cosmetics may require prior review, particularly when they contain:
- Alcohol;
- Aerosol propellants;
- Flammable solvents;
- Pressurized contents;
- Powders;
- Liquids;
- Medicinal ingredients;
- Animal-derived ingredients;
- Restricted chemicals.
Examples include:
- Skin-care products;
- Makeup;
- Nail polish;
- Nail-polish remover;
- Hair dye;
- Perfume;
- Sunscreen;
- Essential oils;
- Beauty devices containing batteries.
Some cosmetics may require ingredient information, product registration, special labeling, or destination-country approval.
25. Chemicals and Cleaning Products
Customers must request approval before purchasing or shipping:
- Industrial chemicals;
- Cleaning agents;
- Adhesives;
- Resins;
- Solvents;
- Paints;
- Dyes;
- Lubricants;
- Pesticides;
- Fertilizers;
- Laboratory reagents;
- Chemical raw materials;
- Unidentified compounds.
A Safety Data Sheet may be required.
Alicarrier may refuse any chemical that is flammable, explosive, corrosive, toxic, oxidizing, environmentally hazardous, improperly labeled, or unsuitable for the available route.
26. Branded Products
Branded products require review when authenticity, authorization, or customs acceptance may be uncertain.
Customers may be asked to provide:
- Purchase invoice;
- Supplier authorization;
- Brand authorization;
- Proof of authenticity;
- Licensing agreement;
- Distribution authorization;
- Product photographs;
- Trademark documentation.
Alicarrier may refuse:
- Suspected counterfeit goods;
- Products with altered logos;
- Unauthorized replicas;
- Products described as “inspired,” “mirror quality,” or “1:1” copies;
- Goods presenting customs or intellectual-property risks.
Approval for one shipment does not guarantee approval for future shipments.
27. Knives, Tools and Self-Defense Products
The following require prior review and may be prohibited:
- Knives;
- Blades;
- Swords;
- Machetes;
- Tactical tools;
- Multi-tools;
- Martial-arts equipment;
- Archery equipment;
- Crossbows;
- Slingshots;
- Stun devices;
- Pepper spray;
- Batons;
- Handcuffs;
- Self-defense products;
- Replica weapons.
Acceptance depends on product design, blade length, intended use, carrier rules, and destination-country law.
Alicarrier may refuse any item reasonably considered a weapon.
28. Drones, Radio Equipment and Electronic Devices
The following may require special review:
- Drones;
- Radio transmitters;
- Two-way radios;
- Satellite communication equipment;
- Signal amplifiers;
- GPS devices;
- High-powered lasers;
- Night-vision equipment;
- Thermal-imaging equipment;
- Encryption devices;
- Surveillance equipment;
- Telecommunications equipment;
- Products with removable or installed batteries.
Export controls, radio-frequency approval, aviation rules, encryption controls, privacy laws, and destination-country licensing may apply.
29. Plants, Seeds and Agricultural Products
The following require prior approval:
- Seeds;
- Live plants;
- Soil;
- Wood with bark;
- Raw timber;
- Flowers;
- Plant cuttings;
- Agricultural samples;
- Biological pesticides;
- Fertilizers;
- Animal feed;
- Untreated wooden packaging.
Phytosanitary certificates, quarantine approval, fumigation, treatment markings, import permits, or species identification may be required.
Live plants, soil, and untreated organic materials may be refused.
30. Precious Metals, Jewelry and High-Value Goods
The following require advance approval:
- Gold;
- Silver;
- Platinum;
- Precious stones;
- Jewelry;
- Luxury watches;
- Collectibles;
- Antiques;
- Artwork;
- Rare coins;
- High-value electronics;
- Irreplaceable items.
Acceptance may depend on:
- Declared value;
- Proof of ownership;
- Authenticity;
- Insurance availability;
- Carrier liability limits;
- Customs documentation;
- Secure packaging;
- Destination restrictions.
Alicarrier may refuse goods whose value exceeds the limits of available carriers or insurance policies.
31. Adult Products
Certain lawful adult products may be restricted by destination-country laws, customs rules, carrier policies, cultural regulations, or age restrictions.
Prior review may be required for:
- Intimate products;
- Sexually explicit packaging;
- Products resembling human anatomy;
- BDSM-related products;
- Adult media;
- Battery-powered intimate products;
- Liquids, gels, or creams intended for intimate use.
Illegal pornographic material and any content involving minors are strictly prohibited.
32. Fragile, Oversized and Heavy Goods
The following require special review:
- Glass products;
- Ceramics;
- Mirrors;
- Artwork;
- Furniture;
- Machinery;
- Large appliances;
- Long items;
- Heavy equipment;
- Stone products;
- Products with delicate retail packaging.
Additional services may include:
- Double-wall cartons;
- Foam protection;
- Corner protection;
- Wooden crates;
- Pallets;
- Waterproof wrapping;
- Custom handling;
- Cargo insurance.
Additional fees may apply.
No packaging method can eliminate all transport risk.
33. Temperature-Sensitive and Perishable Goods
Alicarrier’s standard warehouse and shipping services are not temperature-controlled unless expressly confirmed.
The following may be refused or require specialized services:
- Frozen products;
- Refrigerated food;
- Temperature-sensitive medicines;
- Biological materials;
- Heat-sensitive chemicals;
- Products requiring cold-chain transportation;
- Short-shelf-life goods.
Alicarrier does not guarantee temperature control unless a written cold-chain arrangement has been confirmed.
Customer Responsibilities
34. Mandatory Product Disclosure
Customers must accurately disclose:
- Product name;
- Product purpose;
- Material;
- Ingredients;
- Brand;
- Model;
- Quantity;
- Unit value;
- Battery information;
- Liquid, powder, aerosol, gas, or magnetic content;
- Chemical or pharmaceutical content;
- Whether the product is new or used;
- Whether special permits are required;
- Any known transport or customs restrictions.
Generic descriptions such as the following are not acceptable:
- Gift;
- Sample;
- Accessory;
- Parts;
- Daily goods;
- Electronic item;
- Personal item;
- Chemical product;
- Other goods.
A clear and accurate customs description must be provided.
35. Required Documents
Depending on the product, Alicarrier may request:
- Commercial invoice;
- Packing list;
- Safety Data Sheet;
- UN38.3 battery documentation;
- Battery specification sheet;
- Product ingredient list;
- Certificate of origin;
- Import or export permit;
- Phytosanitary certificate;
- Health certificate;
- Brand authorization;
- Proof of authenticity;
- Product registration;
- Test report;
- Manufacturer declaration;
- Photograph of the product and packaging;
- Proof of purchase;
- Recipient identification or tax number.
Failure to provide required documents may prevent shipment.
36. Do Not Send Unapproved Goods
Customers must not send restricted or potentially dangerous products to the Alicarrier warehouse without written approval.
A warehouse address is not general permission to send any product.
Alicarrier is not responsible for costs or losses arising from goods that were:
- Sent without approval;
- Incorrectly described;
- Improperly packaged;
- Hidden inside another product;
- Mixed with approved goods;
- Sent to an incorrect warehouse;
- Prohibited by the carrier or destination country.
37. Inspection Rights
Alicarrier may inspect, photograph, open, isolate, repackage, or refuse goods where reasonably necessary to:
- Identify the contents;
- Confirm product information;
- Protect warehouse safety;
- Meet carrier requirements;
- Prepare customs declarations;
- Investigate suspected prohibited goods;
- Prevent fraud;
- Comply with law.
Inspection does not transfer responsibility for product legality or declaration accuracy from the customer to Alicarrier.
38. Undeclared or Misdeclared Goods
If Alicarrier discovers undeclared, incorrectly declared, hidden, illegal, dangerous, or prohibited goods, we may:
- Suspend the order;
- Refuse shipment;
- Remove the item from a consolidated parcel;
- Isolate the goods;
- Request additional documents;
- Return the goods to the supplier;
- Transfer the goods to an authorized specialist;
- Arrange lawful disposal;
- Report the goods to the carrier or relevant authority;
- Terminate the customer’s access to Alicarrier services.
The customer will be responsible for all resulting costs, including:
- Inspection;
- Handling;
- Storage;
- Return transportation;
- Specialist processing;
- Repacking;
- Carrier penalties;
- Customs charges;
- Disposal;
- Legal or compliance costs;
- Losses affecting other shipments.
39. Customs Seizure or Destruction
Customs authorities may inspect, delay, reject, seize, confiscate, return, or destroy goods.
Alicarrier cannot guarantee customs clearance.
Customers are responsible for confirming import legality and obtaining required permits before shipment.
A refund is not guaranteed when goods are seized, returned, or destroyed because of:
- Prohibited products;
- Incorrect declarations;
- Missing licenses;
- Intellectual-property concerns;
- Undeclared dangerous goods;
- Customer-provided inaccurate information;
- Destination-country restrictions;
- Recipient non-cooperation.
40. Route-Specific Approval
Approval is limited to the specific:
- Product;
- Quantity;
- Packaging;
- Destination;
- Carrier;
- Shipping route;
- Date;
- Documents reviewed.
Approval for one shipment does not mean that the same product will always be accepted.
Carrier capacity, regulations, customs requirements, and route availability may change.
41. Additional Fees
Restricted or special-handling goods may incur additional charges for:
- Product review;
- Documentation;
- Dangerous-goods handling;
- Specialized packaging;
- Battery labels;
- Leak-proof packaging;
- Magnetic inspection;
- Safety testing;
- Wooden crates;
- Pallets;
- Customs declarations;
- Specialized transportation;
- Storage;
- Insurance;
- Return or disposal.
Alicarrier will communicate known additional charges before shipment where reasonably possible.
42. No Guarantee of Acceptance or Clearance
Alicarrier’s preliminary approval does not guarantee:
- Carrier acceptance;
- Airline acceptance;
- Customs clearance;
- Import-license approval;
- Delivery;
- Absence of additional inspection;
- Absence of duties, taxes, penalties, or storage charges.
Final decisions may be made by carriers, airlines, ports, customs authorities, government agencies, or local delivery providers.
Carrier rules may include both global restrictions and country-specific restrictions, so both must be checked for each shipment.
43. Customer Liability
The customer is responsible for losses, charges, penalties, claims, or damages caused by:
- False product information;
- Undeclared dangerous goods;
- Prohibited products;
- Incorrect customs descriptions;
- Missing permits;
- Counterfeit goods;
- Intellectual-property infringement;
- Unsafe packaging supplied or required by the customer;
- Violation of origin, transit, or destination laws;
- Failure to disclose batteries, liquids, powders, magnets, chemicals, or other restricted characteristics.
Nothing in this section excludes liability that cannot legally be excluded.
44. How to Request Product Approval
Before purchasing or sending a restricted item, contact Alicarrier and provide:
- Product link;
- Clear product name;
- Product photographs;
- Quantity;
- Unit weight;
- Total estimated weight;
- Material or ingredients;
- Battery details;
- Safety Data Sheet, where applicable;
- Destination country;
- Destination postal code;
- Intended use;
- Required delivery time;
- Any available certificates or permits.
Do not make payment to the supplier or send the goods to our warehouse until written approval has been provided.
Submitting product information does not guarantee acceptance.
45. Changes to This Policy
Alicarrier may update this Restricted & Prohibited Items Policy to reflect changes in:
- Laws and regulations;
